FOI - Heating Repairs Log For 2010-2011

On 27 May 2011 we requested under the Freedom of Information Act some information regarding the repairs to the boiler room on the Curnock Street Estate for the years 2010 and 2011.

I would like to know all the repairs to the boiler room on the Curnock Street Estate
since 01st January 2010 as well as the following for each repair:

1) What was the problem?
2) Who (name of engineer or/and contractor) fix the problem?
3) Time and duration of repair.

Please find attached information held that relates to your request and can be released
under the terms of the Freedom of Information Act 2000. Please note that this information has been redacted to remove the names of individual Council Officers and contractors which are subject to an exemption under the Freedom of Information Act as outlined below.

4) List of the parts used, if any, for the repair.

Unfortunately we do not hold this information. The Council does not maintain this
information as part of a data set, and does not expect its contractors to retain or provide this information.

Some relevant information may be held by the contractors, but to search for it would take longer than 18 hours. This is because the contractors would have to manually go through their archived paper files to locate the individual ‘tick sheets’ for 79 works orders and 5 inspections, in the hope that the parts used have been specified.

Under section 12 of the Act, the Council is not obliged to comply with a request for
information if the authority estimates that the costs of complying with the request would exceed the appropriate limit.

The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations
2004 has set the appropriate limit as £450 based on a charge at £25 per hour.

As the costs of searching for any relevant information held would exceed the ‘appropriate limit’, this part of your request will not be processed. This letter acts as a refusal notice under the terms of the Act.

5) Cost of the repair, if any.

The responsive repairs for the boiler on the estate are undertaken as part of a much
larger contract by the Apollo Group. The part of the contract relating to the whole district heating system on the estate, and works arising, costs £27,171.90 per annum.

6) Number of days in which hot water and heating were not working.
