Subject: RE: 3 Months Without Hot Water on the Curnock Street Estate and Even More Insults from Apollo Group

I have arranged a meeting this Wednesday 21 st March with Stuart Dilley, Head of Repairs and Services, to seek to resolve once and for all this lack of hot water for 3 months or more on Curnock estate and the three ward councillors with a rep from the TRA will meet him and officers to demand a result and the return of hot water……it is a farce and we have been seeking to sort it out for ages……so this meeting is vitally necessary.

Subject: Meeting with Mr Stuart Dilley

Dear Cllr Robinson,

Concerning the meeting tomorrow, please could you ask Mr Dilley the following questions?

First, background factual information:

- On the 21st September 2011 Mr Richard Michael stated: “ There is a heating primary pump 2 motor being taken out for overhaul today…” after my continuous complaints about the noise nuisance that had been affecting my health.

- On the 26th September 2011 when Mr Bowcut from Apollo and Mr Stow were in my flat I learned from Mr Bowcut that: “that one of those primary pumps is very old (six years or more) and still has its original painting.”

- On the 17 th October 2011 Mr Patrick O’Neil stated: “I agree that there have been a series issues and a number of service failures and my objective would be to ensure we have an installation that is fit for purpose going into the winter months”

- On the 25 th October 2011 Mr Wheatman stated: “We have not overhauled pump 1” even if that pump was very old, without proper maintenance and it had created many problems (i.e. noise, not balancing the system, etc). Mr Bowcut (Apollo Group) referred to Pump 1 as being in original green paintwork and being over 6 years old implying that was not repaired or maintened for a very long time.

So my questions are:

1) Recently we have been told by Mr Wheatman and his contractors that primary pump 2 is not good enough to do its job. So why did they spend lot of money to overhaul it recently if it has outlived its useful life?

2) Why did they overhauled pump 2 and leave the 6 year old problematic primary pump 1 alone when both pumps are used in alternate mode every two weeks? Was this not asking for more trouble?

3) Precociously what steps have been taken by Mr O’Neil in order to ensure that we have an installation that is fit for purpose as per his statement above? We have not had hot water service for months and months. Could it be that Mr O'Neil himself is not fit for purpose?

Please remember that on the 02nd March 2012 Cllr Julian Fulbrook stated “Sad to say, this looks like another ‘Walker House problem’, where a botched job from the past is haunting us.” The primary pumps case is a good example of those past botched jobs.

Finally I would like to thank you again for your support in this matter.

Looking forward for the answers as well as the outcome of the meeting.

Yours sincerely

Dear Cllr Roger Robinson,

The hot water is presently improved BUT the noise nuisance is back. Could you please make sure in your tomorrow’s meeting that the anti-vibration pads and other noise reduction equipment is reinstalled and/or maintained during and after the upgrade process?

Would it be possible for the residents on this estate to have a normal live? The contractors fix one thing by destroying something else.

Looking forward for your reply.

Yours sincerely

Dear Resident

We were told that the hot water problems had been solved and hot water was on in the estate and that the noise problems you advised us of would be dealt with quickly.

I will keep an eye on the hot water but have been also advised that it is working.

Subject: Hot Water Issues on the Curnock Estate

Dear Cllr Robinson,

Thank you very much for the update.

Unfortunately, the situation is not as described to you during the meeting on Wed 21 March 2012.

Today I measured the hot water temperature twice. At 06:15am it was 46º C and at 09:25am it was only 38.2º C. In both cases the temperatures are below the standards that Camden Council has to meet which is 50º C.

Please read the answer 3 on the attached file which was obtained under the Freedom of Information Act.

Looking forward for your reply.

Yours sincerely
