Extra Information About The Proposed Works (Boiler Room)

I have requested from Camden Council to provide us with some extra information regarding the major works that they are proposing for the boiler room. Please read the questions and answers below:

On the 11-01-2013 at 11:10am I sent the following email:

Thank you for your reply.

I would like some further clarifications regarding your answers:

1) What is the name of the contract manager? Is he a Camden Council employee? If not, specify.
2) How will you measure residents' satisfaction?
3) If the "fixed fee" is the Partner's "profit" then the remaining amount of money must be the cost price (labour and parts). Is that correct?
4) On the question 12 the contract manager stated that all options were considered within the framework of the options appraisals. When was that? Are there any supporting documentation?
5) Can the project manager or someone senior inside the Camden council guarantee that there won't be any further major works for the heating system for another 15 years at least?

Dear Resident,

Thank you for your email received 11th January 2013

I would like to respond to the points that you raised, as follows:

1. I have been informed that there will be 2 Contract Managers working on this project –
Mr Tony Austin, who will be operating on behalf of Apollo, the contractor
Mr Mike Fegredo, who will be operating on behalf of the London Borough of Camden

2. Residents satisfaction is measured through a combination of activities
· Resident satisfaction survey forms are sent out by the contractor (at the completion of the programme)
· Resident satisfaction survey forms are sent out by ourselves (Camden) on completion of the programme.
· There are regular RLO defects reports that are presented at the progress meetings which are acted upon.
· Any formal comments made by residents are recorded and addressed through the management structure.

3. The cost price, which includes parts and labour will be covered within the Estate Works, which you received with your Notice. The fees are then calculated separately based on these works

4. Our Contract Manager informs me that all options were considered by the consulting engineers who compiled the report. These were presented in the options appraisal and were subsequently reviewed and analysed by the consulting engineers, the contracts managers for Camden, and the M & E personnel representing Apollo. The options appraisal was also presented at the options appraisal meeting to which all residents were invited, and at which resident questions were answered. A leasehold consultation meeting was then held and leaseholder questions were answered, at the time and throughout the observation period. This represents a comprehensive ‘consideration’

5. The London Borough of Camden cannot give you any guarantee that there will be no further Major Works for the timeframe that you have specified.
