Unsecure Scaffolding 19-05-2011 The scaffolding on the picture was erected on 19-05-2011 by G.S.L. after a request by B.M.D. The scructure is not alarmed. More pictures at the end of this report. Job No 1126505/1 , Complaint Ref:7070082

TIMELINE OF EVENTS AND UPDATES

On 19-05-2011 at 22:08, we wrote the following e-mail to Mr Patrick O'Neil:
Dear Mr O’Neil,

This evening I arrived home from work at 18:30 to discover that scaffolding had been erected outside of my flat reaching to the top of the Goldthorpe building. I have had no previous notification of this structure and additionally I believe that it is not secured (alarmed) as in accordance to Camden Council’s regulations.

The scaffolding is leading directly to my windows that I had left open during the day which is of course a security issue. Additionally there is a layer of brick dust inside my flat which has come from the scaffolders drilling outside my flat to secure their structure.

1) Please can you tell me the reasons why this scaffolding has been erected.
2) Please can you tell me why I have not been notified that the scaffolding was going to be erected outside my flat.
3) Please can you tell me why the scaffolding is NOT alarmed (as per Camden Council’s regulations)
4) Please can you tell me why there is no emergency telephone on the scaffolding. This has been left blank (see attached pictures).
5) Is this a reasonable manner for a contractor of Camden Council to behave? Please advise.

Finally I have contacted the emergency repairs team at 19:33 and they promised to try to contact the contractors. However, I have yet to have heard a response.

Please treat this e-mail as an official complaint (The complaints department have been copied).

Dear Mr O’Neill,

Please advise if there is security lighting and alarms installed as there are drug dealers and ASB on that estate . This is important as we had problems in College Place street properties scaffolding recently which I had to take up.

Please also advise Susan Gorrie of the Curnock TRA.

On 20-05-2011 at 11:22am, Mr Ross Barber sent the following e-mail to Cllr Roger Robinson who forwarded to us:
Dear Councillor Robinson,

The officer dealing - Jeff Huseyin - is going to take a look at this today. The scaffold is to replace a missing roof hatch. The scaffold was intended to be the end of the block and not to be near any windows therefore not causing any security issues. If it has been put up in the wrong place we will get this corrected.

The scaffolding is likely to be in place for about 2 weeks as the hatch will need to be measured and manufactured.

We will advise the resident once we have check the situation.

Dear Mr O’Neil,

The unsecure scaffolding is still in the same place as yesterday and apart from Cllr Robinson nobody bothered to contact the residents in order to provide an update. Nobody did anything in order to correct the situation as per Mr Barber’s e-mail below.

I hope you understand that my property as well as the flat below are not secure due to the mistakes of your unprofessional contactors. However Camden Council is and will be fully responsible for any damage or theft inside or outside my property as well as any injuries to residents and other people.

On 23-05-2011 at 11:40am, we replied to Mr Ross Barber (Contract Manager):
Dear Mr Barber,

The important question is: " when will you remove the scaffolding?" I want to know that asap because my property as well as the flat below are less secure.

Please have in mind that John Stow said to all residents (gas works meeting) that scaffolding has to be alarmed or removed during the night.

We already have the unsecured scaffolding for 4 nights now.

Dear Resident,

Please accept my apologies for the inconvenience our scaffolding has caused you by being sited in front of your flat this has been done in error, the instructions were to site the scaffolding at the end of the block where it would have been less intrusive.

I am please to advice our contractor anticipates completing the work and removing the scaffolding on Thursday 26th of May.

Whilst it’s not Camden’s policy to alarm scaffoldings, I can confirm I have instructed our contractor to install an alarm to this scaffold

Good afternoon I am afraid the earliest that this can possibly be done is tomorrow afternoon , however we are going to visit site in the morning hoping to complete the work , if we do complete ,then the scaffold will come down ,if for any reason we can't then I have instructed that it is moved to the end of the block
